From The Hindu, April 11, 1975: Ford denies secret U.S. deals with Saigon

Washington, April 19: President Ford yesterday told Congressional leaders that the United States was not bound by any secret deals with South Vietnam covering violations by North Vietnam of the Paris ceasefire agreements. The interim Republican Leader in the House of Representatives, Mr. John B. Anderson, said most of the President’s meeting with Congressional leaders to explain changes in U.S. foreign policy was taken up with the question of secret agreements with the Saigon Government. The Democratic Senator, Mr. Henry Jackson, accused the Secretary of State, Dr. Henry Kissinger, two days ago of making secret agreements with South Vietnam committing the U.S. to “fateful misuse of action”. Mr. Anderson said the President reviewed all the correspondence between the predecessor, Mr. Richard Nixon, and the South Vietnamese leadership at the meeting. “Everything was made public and there is no hidden chapter to be revealed,” Mr. Anderson said.

The White House spokesman, Mr. Ronald Nessen, said Mr. Nixon gave South Vietnam private as well as public assurances that the C.S., “would react vigorously to major violations of the Paris Agreements when he was in office. The spokesman refused to answer repeated questions whether this meant military intervention.”
