Rangoon, March 4: The expulsion of the Offender Bill and Tax on Sea Passengers’ Bill, published by the Government for criticism, have elicited comments of the press, representative of European, Indian and Burman opinion. The first Bill is to authorise expulsion of Non-Burmans convicted of criminal offences or ordered to furnish security for good behaviour. The second is to impose a tax of five rupees on persons entering Burma by sea to prevent loss of revenue from non-payment of capitation tax in Lower Burma and Thathameda in Upper Burma by immigrants.
